Effective December 1, 2004, the Division implemented a new Risk Based Corrective Action (RBCA) Process. The TN-RBCA Process is a revision of previous processes and provides several advantages including the following:
- Incorporate a greater degree of standardization to site characterization.
- Provide an easier means to determine site specific cleanup levels for each site.
- Consolidate previously fragmented approaches into a single process.
- Move impacted sites toward closure at a faster rate without increased risk to human health or the environment.
- Provide cost savings to the fund through better overall site management.
The TN-RBCA process introduces a new Technical Guidance Document, TGD-017. This document replaces previously issued TGD-008, TGD-014, and TGD-015. TGD-017 outlines the report format that accompanies the Risk Analysis Report for complete exposure assessment report submittals.
TGD-017 contains user-friendly report generators in Microsoft Excel for Risk Based Cleanup Levels, and On-site and Off-site reports. There are also Reference Tables which provide background analytical data that are used in the calculations in the Excel spreadsheet. The Risk Analysis Report Excel spreadsheet must be downloaded from the Division website and run on a local computer.

The Division revised the TGD-017, Reference Tables, and Risk Analysis Report Excel spreadsheet effective December 1, 2005.
