State Revolving Fund Loan Program

Clean Water State Revolving Fund Loan Program

The State Revolving Fund Loan Program (SRF Loan Program) administers Tennessee´s Clean Water State Revolving Fund (CWSRF) Loan Program. An amendment to the Federal Clean Water Act in 1987 created the CWSRF Program in order to provide low-interest loans to cities, counties, and utility districts for the planning, design, and construction of wastewater facilities. The U.S. Environmental Protection Agency awards annual capitalization grants to fund the program, and the State of Tennessee provides a twenty-percent funding match. The SRF Loan Program has awarded CWSRF loans totaling over $770 million since the creation of Tennessee´s CWSRF Program in 1987. Loan repayments are returned to the program and used to fund future CWSRF loans.

Drinking Water State Revolving Fund Loan Program

The SRF Loan Program also administers Tennessee´s Drinking Water State Revolving Fund (DWSRF) Loan Program. An amendment to the Federal Safe Drinking Water Act in 1996 created the DWSRF Program in order to provide low-interest loans to cities, counties, and utility districts for the planning, design, and construction of drinking water facilities. The U.S. Environmental Protection Agency awards annual capitalization grants to fund the program, and the State of Tennessee provides a twenty-percent funding match. The SRF Loan Program has awarded DWSRF loans totaling over $92 million since the creation of Tennessee´s DWSRF Program in 1996. Loan repayments are returned to the program and used to fund future DWSRF loans.
